If all goes as planned, players who play on console and those PC players who are not taking advantage of input methods like keybinding and macros should not experience any difference after the change. Bungie said its main focus with the nerf is to find a way to keep Titans from moving so quickly that it creates an unfair advantage to those using traditional input methods in comparison to the drastic speeds players using unconventional methods can achieve:

Bungie said that it is not looking to take Titan skating away, believing it to be a core attribute and power fantasy of the Titan class that fans have come to enjoy, but the developer is looking to make Titan skating “less excessive.” The change, which was not specifically detailed, will directly impact the Lift ability.

This “excessive” Titan skating (as Bungie described it) has been a problem for quite some time on PC. Titans have been able to move across PvP maps and establish control of power points on the map solely due to the fact that they can reach those places faster. This form of Titan skating has also caused controversy when it comes to speed running the game’s raids, with some fans crying foul on incredibly fast completion times that rely on the use of the extreme end of Titan skating.

Destiny 2 players on console do not have to deal with this issue where the use of controllers make Titan skating much harder to achieve in general, let alone at the extreme speeds seen on PC. This change is currently scheduled in March, included in Update 2.2.0.
